AI, Robots and Warfare: What Are the Risks?

According to the World Economic Forum’s annual risk report for 2024, the most immediate and significant threat facing the world, especially during an important electoral year, is disinformation and misinformation driven by artificial intelligence. The report, based on a survey of 1,500 policymakers identified misinformation from both foreign and domestic sources as the most critical risk. Others include extreme weather, societal polarization, cybersecurity, and the threat of inter-state conflict.

The report reveals that nearly one-third of respondents highlighted “false information” as one of the two most severe risk categories for 2024. This year, more than 70 countries and a record 4 billion people are set to vote, starting with Taiwan and including significant elections such as the US presidential election, the UK general election, votes for the new European parliament, and elections in India, Mexico, Indonesia, and Russia.

Cyber insecurity ranks fourth on the two-year horizon, according to the report. It emphasizes that industries globally are on the cusp of a technological revolution, with cybersecurity and cybercrime trends evolving alongside technological advancements. While emerging technologies offer solutions to cyber insecurity, they tend to benefit organizations and societies already advanced and well-protected against cyber threats. The gap between cyber-resilient organizations and those lacking protection is widening, as cyber attackers utilize new technologies like Generative AI tools to expand their target markets. This cyber equity gap is expected to have significant social consequences in 2024, particularly as cybercrime intersects with violent crime in certain regions.

As organizations rush to adopt new technologies like generative AI, it’s crucial not to overlook the risks posed by upcoming applications of other technologies such as quantum computing. Technological development exacerbates the cyber equity gap within and between countries, rendering everyone more vulnerable. Collaborative solutions that support organizations least equipped to secure themselves will benefit all parties involved. While the current international legal frameworks relating to artificial intelligence (AI), robots, and warfare are evolving to address the potential threats posed by these technologies, this includes to establish guidelines and regulations, the question as to whether these frameworks are robust enough in protecting humanity remains a subject of debate.

At the forefront of international discussions are the principles of ethics, transparency, accountability, and human rights. The United Nations (UN) has taken steps to address these issues through various bodies and initiatives. For instance, the UN Group of Governmental Experts on Lethal Autonomous Weapons Systems (LAWS) has been tasked with examining the legal and ethical challenges posed by autonomous weapons. However, efforts to establish a binding treaty regulating LAWS have faced challenges due to differing perspectives among member states.

The Convention on Certain Conventional Weapons (CCW) serves as a key framework for regulating weapons with the potential to cause excessive harm or indiscriminate effects. Discussions within the CCW framework have explored the implications of AI and autonomous systems in warfare, aiming to ensure compliance with international humanitarian law.

Additionally, regional organizations and alliances have developed their own guidelines and initiatives to address AI and robotic technologies in warfare. For example, the European Union (EU) has emphasized the importance of ethical AI and human oversight in military applications through its European Defence Fund and other policy initiatives.

Despite these efforts, gaps and challenges persist in the international legal landscape. One major concern is the lack of universal definitions and standards for AI and autonomous systems, which complicates regulatory efforts. Moreover, enforcement mechanisms and accountability measures remain ambiguous, raising questions about the effectiveness of existing frameworks in deterring potential abuses.

In conclusion, while international legal frameworks related to AI, robots, and warfare are progressing, they may not be fully adequate to protect humanity from the potential threats posed by these technologies. Continued dialogue, collaboration, and engagement among stakeholders are essential to address emerging challenges and ensure that legal frameworks evolve in tandem with technological advancements.
